Infrastructure projects on track
Keppel Integrated Engineering is making steady progress in the execution of the contract that it secured in October 2006 for the Engineering, Procurement and Construction of the first integrated solid waste treatment facility in the Middle East at Qatar.
Over 100 staff are working on the design of the facility in Singapore and Belgium Design Hubs together with the project’s appointed civil and structural consultants.
Said Mr Geoffrey Piggott, Project Director, “We are undertaking the project on a ‘fast track’ basis with the design team focused on getting out early works packages to allow the civil and foundation works to commence whilst the design and procurement of major equipment continues.”
The early works packages, expected to commence in 3Q2007, include bulk earthworks to create the various platform levels at the Domestic Solid Waste Management Centre (DSWMC), as well as major foundations for heavy structures and equipment and below ground sub-structure works, including Waste-to-Energy (WTE) bunkers.
On the challenges faced when designing the facility, Mr Piggott added, “The project is large and includes various processes, structures and infrastructure. The main DSWMC will ultimately cover an area of 2km by 1.5km.
“It requires the development and operation of a highly efficient and integrated multi-disciplinary design team operating in different locations. This is a major challenge and involves real team spirit, close liasion and regular design co-ordination meetings.”
Meanwhile, a number of parallel activities are going on, including undertaking an Environmental Impact Assessment in accordance with Qatar environmental legislations, preliminary siteworks, construction planning and preparation of Workers Accommodation Complex.

Designed to treat an initial capacity of more than 1,550 tonnes of waste a day, the DSWMC will comprise waste-sorting and recycling facilities, landfill, composting plant and a 1,000 tonnes per day WTE incineration plant. The WTE plant utilising Keppel Seghers’s water-cooled grate technology is the heart of the integrated waste treatment facility.
Other Keppel Seghers’s technologies to be deployed in the DSWMC include the Dano Drum system for recycling and pre-treatment of waste, the Rotary Atomiser semi-dry system for flue gas treatment and the Unibrane™ membrane bioreactor system for wastewater treatment.
Construction of Singapore’s newest WTE plant at Tuas South by Keppel Seghers Engineering Singapore is progressing on schedule.
Mr Goh Chin Aik, Project Director of Keppel Seghers Tuas WTE Plant, said, “The good teamwork between engineers from Singapore, Belgium and China, as well as strong support from management, have enabled this project to progress smoothly.”
Piling work on site was completed in mid-April 2007. This marks the next milestone since Keppel Seghers held a groundbreaking ceremony in October 2006.
About 90% of the plant’s engineering works has been completed. Presently, substructures such as waste storage bunker, sumps, sewers and concrete slabs are being built. Construction of the superstructure is expected to commence in July 2007.
Keppel Seghers was awarded the 25-year Design-Build-Own-Operate contract by the National Environment Agency early last year, under the Public-Private Partnership initiative.
When completed in 2009, the plant will be able to treat 800 tonnes of solid waste a day to generate more than 20MW of green energy, contributing to Singapore’s electricity supply.
The plant is designed by Keppel Seghers’s engineers incorporating its in-house technology such as the air-cooled tumbling grates, boiler, rotary atomiser, and flue gas treatment system.
